Starting a blog is simple. Register with a blog site like www.blogger.com create a Blog, Starting posting relevant information in form of "Posts".

You can also add images and pics to your posts to make it more informative and attractive. You may also add external links to the blogs or sites you like, there is a whole lot of stuf you can do with it.

Choose the topic of your interest and start one. You may also look up for some existing blogs on the topics of your interest to get some idea where to start with.

If nothing strikes as a topic. Try to make it as a collection of interesting information you have gathered from the internet, and compile it in a single place for your future reference.
